Project Overview Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. Pluto Train 2 will process Scarborough gas and have an LNG capacity of 5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to 225 Terajoules per day. Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2. Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source. On 1 January 2022, Woodside issued Full Notice to Proceed (FNTP) to Bechtel (Western Australia) Pty Ltd and Bechtel International, Inc (Bechtel) for the Pluto Train 2 Project Engineering, Procurement and Construction (EPC) scope of work. Woodside is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source. Position Overview Assists in cost analysis, change management and budget control on large scale Engineering Procurement and Construction Projects under supervision of Project Cost Engineer. Responsibilities: Reports to and receives technical and operational supervision from designated supervisory personnel. Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures. Performs assigned cost engineering activities under guidance of project cost engineer which include project cost forecasts and estimates at completion, project cost variance analysis and change management, cost analysis/control activities for projects Prepares and issues periodic cost reports to project management Assist project cost engineer in set-up, tracking and maintaining project budgets with oversight from the Project Cost Engineer Assist in preparation of project cost and cash flows for project cost analysis Apply knowledge of Earned Value Management. Value of Work Done principals to review vendor invoices for correctness. Assist in preparing cost data for proposals and contract negotiations Collect and classify cost engineering data and perform data analysis. Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers. Qualifications and Skills Bachelor's Degree in Engineering, Finance or Construction Management and 3 year of experience or in lieu of a degree 9 years of relevant work experience. 5 years of experience in Construction and/or Project Controls disciplines. Experience performing quantity takeoffs, statistical analysis, and computer operations, or skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports. Skilled in oral and written communication. Advanced Knowledge in the use of MS Excel, MS word, etc. for executing work processes. Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data). This position is available to both local and non-local personnel. For non-locals (FIFO/DIDO), the working roster is 3/1. Additional Information This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.). The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products - i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site.
