Lead the Coordination of High-Impact Civil Design Across the Region The Toowoomba Regional Council is seeking a highly capable Principal Design Coordination professional to lead and coordinate the delivery of civil engineering designs within the Design and Survey Section of the Transport & Drainage Planning Branch. This permanent full-time position plays a critical leadership role in ensuring that civil design projects are delivered in accordance with Council’s Project Management Framework and PMBOK principles. Reporting to the Principal Engineer – Design and Survey, you will work under limited direction while supervising civil designers and driving performance across a diverse portfolio of transport and drainage infrastructure projects. About the Role As Principal Design Coordination, you will provide technical leadership and project management oversight to ensure the successful delivery of civil designs across roads, bridges and drainage infrastructure. You will be responsible for coordinating cost, scope, schedule, budget, procurement, resourcing, risk and stakeholder outcomes to achieve high-quality, compliant and constructible design solutions. Key responsibilities include: • Managing the end-to-end coordination of civil design projects, including development and maintenance of project management plans. • Exercising responsibility (Level 7) or contributing under guidance (Level 6) in the initiation, formulation and delivery of completed civil designs. • Reviewing designs for constructability, preparing cost estimates and advising on materials and technologies. • Managing and reviewing the performance of external design consultants, including regular progress reporting. • Ensuring compliance with relevant legislation, Council policies, ISO 9001 and ISO 14001 standards, and Council’s Integrated Management System. • Preparing or contributing to budget submissions, technical reports, memos, briefings and presentations for senior leadership and Council. • At Level 7 – Providing RPEQ certification for designs under direct supervision. • At Level 6 – Reviewing designs and providing recommendations to the RPEQ Engineer. • Leading and mentoring civil designers, fostering teamwork, technical capability and continuous improvement. • Actively managing stakeholder expectations and providing complex technical advice across the Branch. About You You are an experienced civil engineering professional with a strong background in civil design, design management and/or construction across roads, bridges and drainage infrastructure. You bring a structured project management approach, sound judgement and the confidence to lead multidisciplinary teams in delivering quality outcomes. You will ideally bring: • A Bachelor Degree in Engineering (Civil) or Bachelor of Engineering Technology (Civil) from a recognised university (or equivalent), with substantial relevant experience. • At Level 7 – Current RPEQ (Civil). • At Level 6 – RPEQ (Civil) or the ability to obtain registration within 12 months of appointment. • Demonstrated experience delivering civil engineering projects ( Level 7 : medium to high complexity; Level 6 : low to medium complexity). • Strong understanding of PMBOK principles and project management frameworks. • Proven ability to lead and develop staff, manage competing priorities and achieve defined project outcomes. • Excellent analytical, problem-solving and decision-making skills within legislative and policy parameters. • Highly developed written and verbal communication skills, including preparation of technical reports and presentations.
