About us Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission. CSV Finance Services Team Reporting to the Chief Financial Officer, the CSV Finance Services team provides advice and support to the Courts Group including CSV Corporate, across a range of areas including financial policy, governance / compliance, budgeting, performance reporting, Finance Business Partnering, Accounts Receivable / Payable, cash management and taxation advisory. Key functions of the team include Financial Planning and Analysis, Financial Compliance & Control and Systems Accounting. About the role: The Manager Accounting Systems is responsible for the effective deployment, optimisation and maintenance of CSV's financial and budgeting accounting systems. The Manager works collaboratively with finance managers to identify, design and implement process, controls and reporting improvements through financial and reporting systems enhancements and provides specialist support, advice and training relating to those systems and surrounding processes. The Manager leads improvements to enhance the functionality of the finance accounting systems, interfaces and processes to meet CSV's business needs, financial objectives and statutory reporting requirements. The Manager works in partnership with the Chief Finance Officer, jurisdiction Finance leadership, Financial Planning & Analysis and Financial Compliance & Control, to support financial management requirements, compliance and governance. Key accountabilities include: * Ensuring the sound and optimal operation of the finance accounting systems, including full utilisation of system capacity, including leading value add continuous process / system improvements. * Managing the integrity and supporting policy / processes / controls of the finance accounting systems (& supporting sub-systems) to ensure effective use in accordance with Australian Accounting Standards, the Financial Management Act 1994, Standing Directions, Regulations, taxation legislation and other statutory requirements. * Providing oversight and assurance of integration between financial systems and sub-modules to ensure accurate, timely and optimal performance and results. * Providing effective leadership of the team and in systems accounting and process improvement, including sharing knowledge and expertise across the broader Finance team and Courts Group, also working with external vendors as required. * Providing professional advice and guidance and supporting the Chief Finance Officer on all matters relating to finance accounting systems or related projects. About you: * Possession of an appropriate tertiary and/or accounting qualification is required. * CPA/CA designation or equivalent is mandatory. * Demonstrated understanding of Financial Systems with proven experience in maintaining and improving the integrity of financial systems. Experience with (and detailed knowledge of) Oracle Financials preferred. * Demonstrated experience in a systems accountant role within a complex organisation. * Highly developed oral and written communication skills with the ability to listen to and understand the needs of multiple stakeholders. * Demonstrated skills in business analysis, creation of forms, systems development and change management. * Demonstrated experience in continuous improvement and business automation of financial and business systems, processes, procedures, reporting and the end user experience. * Extensive experience in the preparation of financial statements for a significant and complex organisation is essential. * Demonstrated knowledge of public sector financial reporting requirements and relevant legislation.
