Job description Position Description: Construction Project Manager (NDIS & SDA Focus) Position Summary The Construction Project Manager will lead and oversee construction and infrastructure projects that support the delivery of disability services under the National Disability Insurance Scheme (NDIS). This includes the planning, coordination, and execution of Specialist Disability Accommodation (SDA) developments, home modifications, and organisational infrastructure upgrades. The role ensures compliance with the National Construction Code (NCC), relevant Australian Standards, and the NDIS Practice Standards, while meeting functional and regulatory needs of participants with disabilities. This position plays a strategic leadership role in aligning physical infrastructure with accessibility, inclusion, and regulatory best practice. Key Responsibilities2.1 SDA and Participant-Focused Construction Projects Plan, manage, and deliver built environment projects tailored for individuals with disabilities, including SDA builds and complex home modifications. Collaborate with Occupational Therapists, building consultants, and allied health professionals to translate functional assessments into design outcomes. Ensure construction solutions address accessibility, safety, and participant goal alignment in accordance with NDIS plans. SDA Compliance and NDIS Infrastructure Delivery Lead the implementation of SDA projects in accordance with the NDIS (Specialist Disability Accommodation) Rules, NDIS Design Standards, and the SDA Innovation Plan. Maintain up-to-date knowledge of NDIS Quality and Safeguarding Framework and embed this into all construction-related processes. Oversee the full project lifecycle including feasibility, procurement, design, approvals, construction, handover, and certification. Organizational Premises and Change of Use Projects Manage internal infrastructure upgrades, including redevelopment of YAY Today’s facilities to support service delivery expansion. Liaise with councils, architects, certifiers, and building surveyors on planning approvals, permits, and Change of Building Use/Class applications. Ensure office and therapy spaces are built to accommodate group programs, therapy services, and community engagement activities. Construction Compliance and Risk Mitigation Ensure all works meet legal and regulatory obligations including: National Construction Code (NCC) AS 1428.1 – Design for access and mobility AS 4299 – Adaptable housing AS 4586 – Slip resistance classification Establish systems to monitor quality assurance, workplace safety, environmental controls, and accessibility standards across all projects. Embed construction risk management practices into procurement, contract administration, and project delivery phases. Governance and Internal Alignment Partner with internal teams (Compliance, Governance, and Service Delivery) to align physical infrastructure with policy, safeguarding, and participant wellbeing. Support site audits, emergency planning, incident management, and environmental risk assessments. Contribute to the development of facilities-related governance documents, procedures, and training programs. Key Performance Indicators (KPIs) 100% adherence to NDIS Practice Standards and SDA Design Standard across all projects. All building works delivered on time, on budget, and with full regulatory sign-off. No breaches of building, WHS, or SDA compliance recorded during internal or external audits. Measurable improvement in accessibility and participant satisfaction following completed modifications or developments. 4. Qualifications & Requirements Bachelor’s degree in Construction Management, Civil Engineering, or related field (qualification must be recognised in Australia). Minimum 1 year of experience managing residential building projects within Australia, ideally with demonstrated experience managing construction projects specific to Victoria. A minimum of 1 year’s experience working within the NDIS environment, preferably in roles involving infrastructure, compliance, or participant-facing services. Demonstrated understanding of the NDIS Practice Standards, SDA Rules and Design Standards, and applicable building legislation. Strong project management capability including budget control, stakeholder liaison, and team leadership. Valid NDIS Worker Screening Check, Working with Children Check, and evidence of NDIS Worker Orientation Module completion.
