DIRECTORATE: Infrastructure, Planning & Environment CLASSIFICATION: Grade G SALARY: $87,121 to $101,060 pa 11.5% employer contribution to superannuation Plus 3.5% Civil Liability Allowance in Addition to your Base Salary REPORTING TO: Asset Engineer Lead EMPLOYMENT TYPE: Permanent Full Time THE POSITION: To contribute to the efficient and effective management of council’s assets and infrastructure such as roads, bridges, footpaths and stormwater, by optimising the use of technology and Asset Management practices. Responsibilities KEY RESPONSIBILITIES: Contribute to the continued development and implementation of Council’s asset management strategy and plans. Investigate customer requests and liaise with both internal and external clients such as relevant utility companies in the management of non-council infrastructure where appropriate. Develop and implement processes to monitor the condition of Council’s assets to ensure their timely maintenance renewal and replacement. Actively research and develop new and innovative solutions to address existing and evolving challenges in AlburyCity’s asset management space. Coordinate the development of maintenance and renewal programs including cost estimates and expenditure forecasts for Council’s overall asset base. Contribute to asset valuations and other financial reporting requirements for Council’s infrastructure assets. Contribute to the maintenance of the Asset Management System to meet the needs of AlburyCity. Contribute to the analysis of development proposals and applications. Liaise with other staff, consultants and contractors regarding field monitoring, investigation and auditing. Ensure asset management plans and processes comply with legislative requirements and Council’s expectations Administer contracts involving document preparation, advertising, evaluation and recommendation. Utilise future growth trends to produce strategic plans for the augmentation of the City’s overall infrastructure base to meet future demands. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Qualifications KEY RELATIONSHIPS: Internal Our People External Our Community Government Agencies Utility Service Organisations Professional groups Contractors Consultants EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5.00pm, with an RDO in accordance with AlburyCity’s RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. In line with the provisions of the Local Government (State) Award, this position will attract a 3.5% Civil Liability Allowance, which is calculated on the base weekly rate of pay. This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. This position is subject to alcohol and other drug testing This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary Degree in Engineering (Civil) with minimum one year work experience in Asset Management or relevant equivalent experience Class C (Standard) Driver's Licence (compulsory to have and maintain) DESIRABLE CRITERIA: Qualification in asset management Tertiary qualification in Management Asset Management related courses. EXPERIENCE: Understanding of civil engineering guidelines and assisting in developing responses for planning applications. Experience in asset management of municipal infrastructure with particular emphasis on future asset planning, modelling, and program development. Ability to problem solve complex civil engineering scenarios. Fundamental understanding of Asset Capitalisation, valuation, and other financial processes. Experience in strategic projects relevant to asset management. SPECIALIST KNOWLEDGE AND SKILLS: Thorough understanding and competence in the following areas: Asset Management principles Data base management Future modelling of infrastructure Design principles, procedures and documentation related to municipal infrastructure including road, drainage, building, water supply and sewer systems Asset management databases, associated software and GIS systems Maintenance Management Systems
