This role plays a critical part in shaping the foundation of our contractual relationships—ensuring compliance, minimizing risk, and setting the stage for successful delivery. About the Role As a Pre-Award Contract Specialist , you will lead the development, review, and negotiation of contracts in the pre-award phase. Your expertise will ensure all solicitations and proposals align with organizational strategy, legal frameworks, and industry standards. You'll collaborate with internal teams and external vendors to drive favourable outcomes and support seamless contract execution. Key Responsibilities Draft, review, and finalize pre-award contract documents (RFPs, IFBs, etc.) Ensure full compliance with federal, state, local, and internal requirements Lead contract negotiations to secure competitive, risk-balanced outcomes Collaborate with legal, finance, and project teams to align contract strategy Evaluate proposals and conduct thorough cost and market analysis Maintain detailed records of all pre-award activities and correspondence Monitor industry and regulatory changes to adjust procurement practices Develop bid and sourcing strategies for long-term value and efficiency Oversee the full bid process from issuance to evaluation What We’re Looking For ✅ Education : Degree in Business Administration, Law, or a related field ✅ Experience : 15 years in contract management or procurement, with a strong focus on pre-award activities ✅ Certifications : • Certified Professional Contract Manager (CPCM), Certified Federal Contract Manager (CFCM), or Certified Commercial Contracts Manager (CCCM) • PMP certification highly desirable Skills & Expertise Deep knowledge of contract law and procurement standards Strong negotiation, analytical, and stakeholder engagement skills High attention to detail and the ability to manage competing priorities Proficiency in Microsoft Office, contract management software, and ERP systems Familiarity with e-sourcing tools and electronic procurement platforms Sound understanding of the construction, engineering, mining, or heavy industry sectors Why Join our client?
