About the role As the Access Engineer - Freight & 3rd Party Access , you are integral to the success of V/Line’s Network Development, Assets and Maintenance Group (NDAM) You will be responsible for evaluating the request of a Third Party to gain access to the V/Line network and support the Freight and Third-Party Access area. Through your experience you will ensure works are conducted safely and in accordance with V/Line standards. You will also assist during the design and development of works including engineering investigation and analysis Key accountabilities include: Evaluate and respond to access application requests to undertake works in the V/Line Network, including the issuing of Site Access Permits (SAPs). Actively maintain, update and navigate records in the data management system during the application lifespan, as well as accurate record keeping all time spent on Third Party applications for invoicing and reporting purposes. Bring a customer service-based focus to developing and maintaining positive relationships with Third Party stakeholders. Review locations where works are proposed and provide advice and support on matters required for completion and in compliance to V/Line’s safety, environmental and operational requirements. Develop and maintain strong relationships with internal stakeholders across internal V/Line Departments by proactive engagement and consultation on proposed access, as well as ongoing monitoring to ensure works are in compliance to the standards and codes adopted by V/Line from time to time. Analyse effects of changes to legislation and relevant railway and building codes to ensure the integrity of all works being undertaken by Third Parties on the V/Line network. Assist in the ongoing development, maintenance, implementation and reporting of internal procedures and processes to ensure reviews of Third Party applications are handled expeditiously and in compliance V/Line Process and procedures. Provide ongoing support and advice to the Freight & Third-Party Access team Travel Requirements Regular travel required to various locations in the V/Line network or Third-Party offices Occasional regional and overnight travel may be required from time to time to assist in the development of stakeholder relationships on-site. About you You are a qualified engineer and have exposure to project delivery and engineering requirements. Ideally you are familiar with operating in a safety critical environment. You are a strong communicator and can build rapport with a wide range of stakeholders while managing multiple competing priorities with tight deadlines. With a curious nature and a high attention to detail , you seek out ways to improve processes and help the broader team to deliver for the traveling public. Our ideal candidate will possess the following: Bachelor’s degree or equivalent in an engineering discipline 2 years min post-grad experience in the delivery of projects ideally within the rail, construction, or other safety critical environment. Experience in either Rail Systems, Track, Civil or Structures discipline Experience with stakeholder engagement including developing presentations and managing client expectations. Experience in large government projects and project improvement processes. Demonstrated experience working in an operational rail network with a basic understanding of the application of safe working systems used in the V/Line Network, highly regarded. Previous experience planning or coordinating rail access applications to an operational rail network, highly regarded Hold a valid and current Victorian drivers' licence.
