DIRECTORATE: Infrastructure, Planning & Environment CLASSIFICATION: Grade H SALARY: $94,780 to $109,944 pa 11.5% employer contribution to superannuation Plus 3.5% Civil Liability Allowance in addition to your Base Salary REPORTING TO: Senior Project Engineer EMPLOYMENT TYPE: Permanent Full Time THE POSITION: To act as a contract administrator / superintendent to coordinate and manage the delivery of AlburyCity's capital infrastructure projects within the Project Delivery Team. Responsibilities KEY RESPONSIBILITIES: Plan, Organise, prepare and implement construction contracts to deliver AlburyCity's infrastructure projects on time, within budget and in line with AlburyCity's guidelines. Contribute to a positive culture of wellbeing, health and safety including; Providing advice on safe work practices and assisting other employees in carrying out these responsibilities. Ensuring AlburyCity Contractors are appropriately and continuously trained and inducted into AlburyCity's WHS standards and comply with procedures. Maintaining environmental compliance and sustainability. Contribute to the delivery of Projects on time, within budget and quality standards including; Planning, maintaining, coordinating and monitoring construction budgets, programs and completion of activities. Preparing scope of works for tender. Evaluating tenders in accordance with AlburyCity's procurement policies and procedures. Ensuring works between AlburyCity's Contractors and Agents are coordinated with minimal interface disruptions. Recommending remedial action to contractors in cases of non-compliance to quality standards. Ensuring Contractor and Supplier manufacture and construction quality satisfies AlburyCity's requirements and standards. Ensure the satisfactory implementation of AlburyCity's project management system including; Managing technical documentation. Administering construction contracts including, assessing payment claims, variation claims, non-conformance reports, requests for information and undertaking dispute resolution. Engaging in inspection and verification activities on all Contractors and Suppliers. Coordinating meetings with Contractors and Suppliers. Manage communication lines between all internal and external stakeholders. Ensure Requests for Information are valid and take appropriate action to satisfy customer requests. Ensure comprehensive records are established and maintained to assist decision making including; Reporting through agreed lines on project progress. Preparing monthly reports against plans, identifying potential variations and corrective actions. Encourage an environment of ideas and knowledge sharing, collaboration and continuous improvement. Keep up to date with professional development and industry best practice. Develop and maintain strong internal and external stakeholder relationships. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. Qualifications KEY RELATIONSHIPS: Internal Our People External Our Community Subcontractors and Suppliers Design Consultants Community Groups and Local Businesses Statutory Authorities EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. In line with the provisions of the Local Government (State) Award, this position will attract a 3.5% Civil Liability Allowance, which is calculated on the base weekly rate of pay. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position requires the employee to lodge an annual Pecuniary Interest Return. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, such as walking and lifting, along with general manual handling tasks as part of a normal working environment. A medical declaration is required for this position. This position is subject to pre-employment and ongoing alcohol and other drug testing in accordance with AlburyCity procedures. This position requires evidence of a current Australian National Police Check. This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with frequent visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary qualifications in Civil Engineering, Construction Management or related discipline Class C (standard) Driver's Licence (compulsory to have and maintain) DESIRABLE CRITERIA: Construction Induction Card EXPERIENCE: Relevant experience in civil construction project management including contract management, administration and supervision SPECIALIST KNOWLEDGE AND SKILLS: Sound understanding of the interdependence of disciplines involved in project management Civil engineering knowledge of design requirements relating to engineering services such as: Pavements Stormwater drainage Water supply Sewerage Building construction
