The role will provide expert, in-house legal advice and services to support the Gallery's operations across its range of functions, as a Commonwealth statutory authority operating under the National Gallery Act 1975. The role will support teams across the Gallery to plan and conduct compliant procurement processes, develop and review supply contracts and other legal agreements, and support contract management activities to deliver value for money outcomes for the Gallery and the Commonwealth. The role will advise on how to support the Gallery's obligations under applicable statutory frameworks including FOI and Privacy. The role will also provide advice and assistance in the interpretation and application of laws to the Gallery's operations, and facilitate growth in legal, procurement and governance capacity and capability across the Gallery. The National Gallery of Australia has identified Organisational Sustainability as one of its Strategic Priorities. This role provides significant insight, strategic advice and contributions to strengthen the effectiveness of the Gallery's Governance and Compliance Framework. This is a full-time employment opportunity, however part-time arrangements may be considered. The key duties of the position include In accordance with the APS 6 work level standards, you will: Research, interpret and apply established legislation, policies, procedures and better practices relating to all facets of the Gallery's operations, including loan, donor, funding and exhibition activities, procurement, human resources, property and facilities management, fraud and insurance. Undertake high level analysis of complex issues and inquiries, and prepare defensible advice and reports based on sound, professional judgement and risk evaluation. Provide proactive, user-centred advice and guidance on all matters within the position's remit, including the application of laws, rules and policies, as well as procurement processes, contract drafting, contract management and other compliance-related activities. Facilitate the design of market sounding activities and procurement strategies, and assist teams across the Gallery to develop the full suite of request and contract documentation. Assist with complex and sensitive market assessment and negotiation activities. Undertake annual procurement planning activities with teams across the Gallery, as well as monitor and manage critical dates such as contract expiration and review dates. Update current, or draft new, procurement and contract related policies, guidelines, procedures and processes, and support the development, maintenance and improvement of the Gallery's procurement and contract management systems to support compliance and inform decision-making.
