Primary purpose of the role The 'RAD Officer' at ARPANSA is the primary contact for all matters related to our digital system that services our regulatory functions. The RAD system is a Dynamics 365 based platform that has been newly developed to help us continue to be an effective and efficient regulator. The system is currently being implemented across licence holders for various functions. The system covers licensing, application and assessment, inspection and compliance, as well as the identification of safety trends and issues. This is an exciting time where we can dynamically influence the operations of the system and the regulatory body. The RAD Officer will be highly influential in helping to enhance nuclear safety and radiation protection for our licence holders through shaping our regulatory structures and processes. This role will be the nexus on all things RAD - the primary contact point for all our regulatory staff using this system, providing support to our licence administrator and licence holders, liaising with our Digital Technology Section (DTS), as well as contractors that provide support and undertake enhancements. In this role you will provide training and based on feedback received maintain a backlog of desired features. You will implement minor changes, such as configuration, to ensure we can align the RAD system with our processes as they evolve. These changes will progress through the existing development, test, and production pipelines that you will maintain. In this role you will have the flexibility to pursue and implement solutions. There is also the opportunity to develop other skills in this role, such as through inspection and assessment, regulatory craft, and holistic safety. You will be expected to make sound decisions under limited guidance. You will be supported through a variety of internal and external training. The key duties of the position include Key accountabilities Support the management and development of the regulatory components of ARPANSA's management system, including the Regulatory Administration Database (RAD) system (a database of regulatory information and a business intelligence system). You will: ensure the operational efficiency of regulatory systems within th e RSB which are captured by RAD. This includes maintaining or updating components such as: Dashboards in Power BI Workflows in Power Automate Portal in Power Pages Interfaces (fields and tables) with the RAD App and Dataverse Templates (emails and documents) Reporting on data and service level feedback in Customer voice provide technical support and training to RSB staff on system-related issues. This includes the recording of bugs/tickets in Azure DevOps). provide and maintain system documentation including user guides, Admin book, and system specifications. provide user on-boarding and support, for internal users or for licence holders via the portal. collaborate with internal and external partners for any escalated technical issues or infrastructure support. collaborate to seek approval for, and manage, any specific projects to implement enhancements. manage Microsoft support for any issues raised which require escalation. engage with contractors and DTS on strategic IT planning and consultation services. work with ARPANSA assessors and inspectors, including our human factors and behavioural science experts, to identify priority issues for evidence-based inspection and advise on the best strategies and approaches for such inspections. conduct and report on internal conformance to the management system and participate in the general quality review service of regulatory assessments and reports. provide general support to the Safety Systems section and ARPANSA as needed. You may be involved as part of a team to conduct inspections and assessment of controlled activities and facilities. These inspections and assessments will be undertaken to evaluate compliance with the ARPANS Act and Regulations, and conformance with best practice in radiation protection, nuclear safety, and safety science.
