Description DIRECTORATE: Infrastructure, Planning & Environment CLASSIFICATION: Grade 16 SALARY: $102,061 to $112,267 plus 11.5% employer contribution to superannuation Plus 3.5% Civil Liability Allowance in addition to your Base Salary REPORTING TO: Team Leader Design EMPLOYMENT TYPE: Permanent Full Time THE POSITION: To undertake investigation, survey, design, CAD drafting and project management of civil and structural design works required for the provision of infrastructure. Responsibilities KEY RESPONSIBILITIES: Survey Investigation and Design Drafting-CAD and Manual Prepare project scope, options and estimates Consult on projects with construction staff as required Liaise and negotiate with public authorities, consultants, contractors and internal staff across the organisation to ensure effective design and execution of projects Assist in the development, maintenance and implementation of AlburyCity’s Floodplain Risk Management Studies and Plans and Drainage Catchment Management Program Undertake analysis of existing drainage infrastructure and provide recommendations to resolve issues and bring assets to current standard Contribute to the effectiveness of work teams, assisting with leadership, quality procedures and staff development. Provide effective staff management, including, recruitment, performance management and employee Keep records, drawing control and status report submissions Attending to General Public enquiries both at the counter and written submissions Maintenance and development of standards and procedures documentation and use within the design office Administer contracts involving tender preparation, advertising, evaluation, recommendations and contract management Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Qualifications KEY RELATIONSHIPS: Internal Our People External Our Community Suppliers Statutory Authorities Contractors and Developers Consultants Local Business Government Authorities/Agencies EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5.00pm, with an RDO in accordance with AlburyCity's RDO guidelines. In line with the provisions of the Local Government (State) Award, this position will attract a 3.5% Civil Liability Allowance, which is calculated on the base weekly rate of pay. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. This position is subject to alcohol and other drug testing. This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required. ESSENTIAL CRITERIA: Degree Qualifications in Civil Engineering or a related discipline and/or extensive experience in related discipline Class C (standard) Driver's Licence (compulsory to have and maintain) DESIRABLE CRITERIA: Construction Induction Card EXPERIENCE: Extensive relevant experience in Local Government Engineering or similar field SPECIALIST KNOWLEDGE AND SKILLS: Ability to provide complex engineering drawings of high quality and volume with minimal supervision Surveying procedures and use of instrumentation CAD Applications (CivilCad and AutoCad) and other computer software applications Civil Engineering knowledge and design skills relating to engineering services such as: Roads Drains Water Supply Sewerage Parking Airport Parks Contract Management Storm Water & Floodplain Management High level of computer literacy in the use of a variety of software applications including MS Office Suite
