PURPOSE OF THE ROLE: As an Urban Design & Development Advisor, you will be the SME on urban development, assisting project teams in advancing urban design outcomes. You will prepare planning and response reports, structure plans, design and place frameworks, public domain plans and associated guidelines and specifications. KEY ACCOUNTABILITIES: With limited guidance work independently and as part of a team to deliver the activities identified in the Task Description. In consultation with project teams provide front-end guidance in the development of shared ambition including assisting vision and objectives, concept urban design, preliminary feasibility and identifying key measures of success and performance indicators. SME advice and assistance with a focus on the application and realisation of commercial and social objectives in combination with good urban design, place making, architecture and landscape design. Assisting project teams representing and advocating for the team’s interests in external forums and meetings. Providing feedback to the project teams with the aim of developing a culture of innovation in how the agency can deliver key outcomes with good design through an engaged team of people. Building and managing productive working relationships with both internal and external stakeholders, Board members, senior staff and more. ESSENTIAL CRITERIA: Demonstrated experience in urban development strategy, feasibility development, concept design, design and place frameworks, estate development planning at a variety of scales for urban development and renewal, particularly existing urban precincts and corridors, and mixed-use town, group or local centre precincts. Relevant tertiary qualifications (preferably at postgraduate level) in urban design, architecture, town planning or landscape architecture with at least 10 years’ experience in the development industry. Highly competent and experienced urban strategist, who is conversant in both the financial and design development drivers of both urban renewal and greenfield development and is capable of conceiving and realising feasible urban projects. Strong experience in design management at both the site and precinct scales particularly in relation to public realm infrastructure design and delivery. Demonstrated ability to guide, support and empower development managers, delivery and creative teams. Demonstrated track record of working collaboratively to achieve urban interventions that advance the agency brand, including experience in briefing and reporting to Boards and related Committees. High-level presentation and communication skills (oral, graphic and written). Demonstrated contract management and risk management capability, along with the commitment to good governance administration. Knowledge of environmental obligations for both the Territory and Commonwealth Governments associated with major project development, including (but not limited to) the commonwealth EPBC Act. The principles and application of Value Management and Triple Bottom Line methods for the design and delivery of major urban development projects. Knowledge of planning and development requirements in the ACT including the Territory Plan and the Planning and Development Act.
