About the role: The Manager, Age Streaming and Community, Service System Design – Infant, Child and Youth leads and drives work that supports the planning, design and establishment of the new age-based service streams for children and young people across the mental health and wellbeing system, and the establishment and expansion of community based mental health services for children and young people. The role forms part of the leadership group for the unit and would suit someone looking to contribute to the ongoing reform work of Victoria's mental health and wellbeing system following the Final Report of the Royal Commission. Where relevant, managing and monitoring specific improvement objectives in annual improvement plans relating to the area of responsibility Provide authoritative advice, reasoned recommendations and innovative solutions to complex and sensitive issues based on comprehensive research. Develop policy initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters. Operate with autonomy and accountability to deliver broad strategic directions. Manage cross-functional delivery of departmental policies and services impacted by sensitive and complex issues. Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development. Monitor and report on high priority issues, risks and trends and prepare and present reports, ministerial briefs, Cabinet and agency submissions. Contribute expertise and knowledge to benefit strategic planning and organisation/sector-wide outcomes Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives and contribute to relevant committee and governance processes. Pro-actively build and maintain positive relationships with peers and stakeholders across the organisation and with key external stakeholders.
