EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC). About the role Reporting to the Manager, Legal Policy and Legislation, the Principal Legal Policy Officer delivers innovative and expert strategic and authoritative legal policy advice to the Director, other senior Emergency Management Victoria (EMV) and Departmental officers and the Minister on a wide variety of issues related to emergency management in Victoria. The Legal Policy and Legislation team within EMV is well regarded for our commitment to excellence in delivering accurate and timely legal policy advice, along with our positive team culture and strong commitment to staff support and development. Key accountabilities include: Contribute to and oversee the development and delivery of significant projects within the Minister's emergency services legislative program including through consultation and negotiation in relation to options for legislative change and the preparation of Cabinet and Parliamentary documentation. Oversee project delivery of key legal and legislative policy initiatives including recognising potential barriers and developing effective ways to deal with them. Provide leadership, mentoring, support and guidance to team members to ensure informed and integrated delivery of policy initiatives and projects, the development of capability and the fostering of a continuous improvement culture in the business unit and within EMV. Pro-actively build and maintain positive relationships with key internal and external stakeholders and develop options for implementing innovative strategies to facilitate a partnership approach. About you To be successful in this role, you will have: A Bachelor of Laws, Juris Doctor or equivalent legal qualification conferred by a university in a common law jurisdiction. Demonstrated expertise in legislative development in Victoria and in providing authoritative legal policy advice along with leading, developing and implementing significant and complex evidence-based program or policy initiatives. Demonstrated ability to work in a complex and dynamic environment. Experience in effectively managing stakeholder relationships and facilitating innovating solutions to resolve issues as required.
