Executive Director, Legal — Melbourne CBD, Melbourne

The Executive Director Legal will provide critical legal leadership and guidance across the Parkville Arden Project. With proven legal experience in delivery of major social infrastructure projects with expertise in commercial development and investment attraction within a public sector environment. You will be a highly focused, driven, motivated and experienced executive who is passionate about contributing to the delivery of public infrastructure, leading a high-performing project team to drive exceptional project outcomes. Operating within a matrix team structure, the Executive Director Legal will be responsible for leading legal work streams within the Parkville Arden Project. You will be a qualified lawyer with experience working within large government infrastructure projects. This role requires proven legal leadership expertise across the development, execution, transactional and delivery aspects of major infrastructure projects, including delivery under Ground Lease Models (GLM), Development Agreements, Managing Contractors and Public Private Partnership (PPP) models in the social infrastructure context. The role will also manage the program's external legal team/s and interface with commercial teams to ensure a considered and agreed approach is taken. Are you: Highly experienced at successfully leading and delivering legal advice and requirements for transactions under PPP (or similar private finance) frameworks to deliver High Risk High Value social infrastructure projects in politically sensitive environments? Experienced in leading provision of holistic legal advice across the project lifecycle, including support on matters related to land, planning, early works, project nominations and provisions under relevant legislation, Memorandum of Understandings (MoUs) as required with key stakeholders, construction phase and commissioning advice. Able to successfully engage and, as relevant, negotiate with government stakeholders, institutional investors in property developments, GLM-PPP sponsors, builders, health service providers and other key industry players? An expert at developing and/or adapting commercial principles and technical requirements for complex procurement and transaction models into project and tender legal documentation? Experienced in leading the legal evaluation of major infrastructure tenders, including managing departure evaluations and negotiation and completion issues capturing commercially agreed outcomes in project document amendments and driving internal approvals, the preparation of execution versions and the resolution of conditions precedent for contract and financial close? Experienced in managing legal consultancy retainers, fee caps and associated budget matters? Known for your exceptional interpersonal and communications skills including written communication, consultation, and negotiation skills, as well as the ability to make judgements about and articulate issues at senior levels within the public and private sectors?
