The Office of the Inspector-General of Intelligence and Security (IGIS) is central to the independent oversight of the Australian intelligence and security agencies. The Inspector General is an independent statutory office holder who reviews the activities of Australia's intelligence and security agencies to ensure they act legally and with propriety, comply with ministerial guidelines and directives, and respect human rights. The key duties of the position include The Opportunity The OIGIS Legal and Assurance Branch plays a critical role in ensuring that the Office can meet the objects of the Inspector-General of Intelligence and Security Act 1986. As key advisers to a small agency, practices are diverse, challenging and highly rewarding. Staff in the Branch are expected to operate with high levels of autonomy, and have opportunities to work collaboratively to build expertise across a range of areas. There are multiple EL1 positions available in the Legal and Assurance Branch. You are able to apply for one or both of the following role types. The Assistant Director Legal is a diverse role that includes the provision of legal advice, supporting legislative development, preparing submissions for parliamentary committees and conducting legal education and training. The AD Legal may also be involved in a wide range of other activities to support the Inspector-General, including leading or contributing to inquiries, investigations into complaints and inspections of agency activities. The Assistant Director Disclosures and Complaints is responsible for responding to and investigating complaints made about the activities of intelligence agencies, including investigation of public interest disclosures. AD Disclosures and Complaints supports the efficient and effective running of the Complaints practice, including by modelling high-quality work practices, taking initiative to develop and strengthen our processes, and mentoring junior colleagues. AD Complaints also plays a vital role in educating intelligence agencies about best practice methods for handling public interest disclosures. Key responsibilities of Assistant Director Legal role are to: Under the direction of the Director, Legal: Provide high quality strategic, practical and technically sound legal advice on matters related to the functions of the IGIS and in support of its operations. Work effectively with policy departments on the development of legislation relevant to the functioning of the IGIS and oversight of intelligence and security matters. Build effective and solutions driven relationships with a wide variety of stakeholders, including within the national intelligence community, policy agencies and civil society. Contribute to the inspection and inquiry functions of the Inspector-General of Intelligence and Security where required. Assist the IGIS in ensuring best practice in legal oversight and compliance, including as reflected in other jurisdictions and partner countries. Prepare high quality briefings for the Attorney-General and other Senior Ministers on oversight matters where required. Prepare and conduct internal and external legal training and development. Provide advice, draft submissions and support the appearance of the Inspector-General before the Parliamentary Joint Committee on Intelligence and Security and other parliamentary committees. Provide leadership and contribute to the effective functioning of the Agency Oversight, Enterprise Management, and Legal and Assurance Branches, and the OIGIS more broadly. Undertake other duties relating to the work of the section, which may include representing the IGIS at meetings and acting in the role of Director, Legal, as required. To be successful in this role you will have: Essential skills and qualifications Admission on the roll of an Australian State or Territory Supreme Court, or of the High Court of Australia, A practicing certificate, or eligibility to hold a practicing certificate, in the ACT, Experience in providing legal advice, especially in the context of statutory interpretation and/or administrative law, A demonstrated ability to exercise sound judgment and work effectively in a small team, A demonstrated ability to work in a highly sensitive workplace and to resolve complex problems, Excellent written and verbal communication skills. Highly Desirable skills A developed understanding of national security and intelligence legislative frameworks, Relevant legal policy and legislative development skills, An aptitude for relationship building, and the ability to influence and build relationships with senior executives and a network of stakeholders, and The ability to lead and mentor junior staff. Key responsibilities of Assistant Director Disclosures & Complaints role are to: Under the direction of the Director, Complaints: Apply judgement, time-management and excellent communication skills to manage a caseload of complaints and public interest disclosures concerning the activities of intelligence agencies, in accordance with relevant legislation, policy and procedures. Use research and problem solving skills to identify different avenues to resolve complaints and public interest disclosures and assist the Inspector-General to conduct preliminary inquiries, inquiries and investigations as necessary. Prepare high quality briefings for the Inspector-General on complaints and public assurance matters. Monitor and respond to correspondence received from complainants. Build effective and solutions driven relationships with other OIGIS teams to ensure effective resolutions to complaints and investigations matters and to contribute to OIGIS' oversight functions. Assist the IGIS in ensuring best practice in complaints management, including by taking initiative to identify, develop and implement ways to strengthen our practices, and preparing and conducting internal and external complaints training and development. Provide leadership and support to Complaints Team staff both through modelling high-quality work practices, and (formally and informally) mentoring colleagues. Undertake other duties relating to the work of the section, which may include representing the IGIS at meetings and acting in the role of Director, Complaints as required. To be successful in this role you will have: Essential skills and qualifications A demonstrated ability to exercise sound judgment and work effectively in a small team, A demonstrated ability to work in a highly sensitive workplace and to resolve complex problems, A demonstrated ability to take initiative to strengthen team practices, and Excellent written and verbal communication skills.
