The Office of the Inspector-General of Intelligence and Security (IGIS) is central to the independent oversight of the Australian intelligence and security agencies. The Inspector General is an independent statutory office holder who reviews the activities of Australia's intelligence and security agencies to ensure they act legally and with propriety, comply with ministerial guidelines and directives, and respect human rights. The key duties of the position include The Opportunity The IGIS Legal and Assurance Branch plays a critical role in ensuring that the Office can meet the objects of the Inspector-General of Intelligence and Security Act 1986. As key advisers to a small agency, the work is diverse, challenging and highly rewarding. Staff in the Branch are expected to operate with high levels of autonomy, and have opportunities to work collaboratively to build expertise across a range of areas. Lawyer/Legal Assistant (APS 4-6) The Legal section is a dedicated team responsible for the provision and facilitation of legal advice, services, training and support in fulfilment of the IGIS's functions. As legal advisers to a small agency, our legal practice is diverse, challenging and highly rewarding. Legal section staff are expected to operate with high levels of autonomy and have opportunities to build expertise across a range of areas in this critical national security and intelligence role. Legal section staff benefit from a comprehensive regime of training, professional development and exposure to professional networks. Key responsibilities of a Lawyer/Legal Assistant include to: assist in the drafting of practical and technically sound legal advice on matters related to the functions of the Office of the Inspector-General of Intelligence and Security and in support of its operations assist in the drafting of high quality documents to support IGIS's contribution to relevant legislative development and reform assist in drafting submissions to support the appearance of the Inspector-General before the Parliamentary Joint Committee on Intelligence and Security contribute to the provision of legal support to the inspection and inquiry functions of the Inspector-General of Intelligence and Security support and contribute to stakeholder engagement and management activities contribute to the provision of legal advice and support to IGIS corporate functions within the Enterprise Management Unit (EMU) contribute to the effective functioning of the Legal and Assurance Branch, and the IGIS more broadly. Desirable skills and qualifications: for APS 4 (Legal Assistant) law degree, or currently attaining legal qualifications. for APS 5 & 6 (Lawyer) relevant experience or transferable skills in the provision of straightforward legal advice or policy development a degree in law from an Australian university, or a comparable overseas degree which is recognised in Australia for admission to practice admission as a legal practitioner, however described, of the High Court of the Supreme Court of an Australian, State or Territory and current practising certificate issued by the ACT Law Society, or eligibility to acquire. for APS 6 levels, a demonstrated ability to lead and mentor junior staff. Complaints Officers (APS 4-6) The Disclosures and Complaints team is responsible for supporting the Inspector-General to respond to and investigate complaints and public interest disclosures made in relation to intelligence agencies. The team also carries out the Office's role in raising education and awareness within intelligence agencies of the Public Interest Disclosure Act 2013. Complaints Officers will support the efficient and effective running of the IGIS Disclosures and Complaints practice, through managing their own caseload of complaints and disclosures and contributing to process and policy development. Senior Complaints Officers will also mentor junior colleagues, and assist in educating intelligence agencies about best practice methods for handling public interest disclosures. Key responsibilities of a Complaints Officer include to: under supervision, apply judgement, time-management and excellent communication skills to manage a caseload of complaints and public interest disclosures concerning the activities of intelligence agencies in accordance with relevant legislation, policy and procedures use research and problem-solving skills to identify different avenues to resolve complaints and public interest disclosures and assist the Inspector-General to conduct preliminary inquiries and investigations, as necessary assist in the preparation of briefings for the Inspector-General on complaints and public interest disclosures monitor and respond to correspondence received from complainants. Desirable skills and qualifications relevant qualifications and experience for APS 6 levels, a demonstrated ability to lead and mentor junior staff.
