Send your responses to jobssofttestpays.com Overview Scope of Work HSPO Safety and Certification Engineer 1. This engineering position requires a Bachelor of Engineering from an Australian institution, or a qualification gained elsewhere, that satisfies the requirements of the Washington Accord for recognition as a Professional Engineer. 2. This engineering position requires the individual to be able to meet the requirements of Chartered Professional Engineer (Engineers Australia), Registered Professional Engineer (Professionals Australia) or Fellow/Member of Royal Institution of Naval Architects. 3. The Hydrographic Systems Program Office (HSPO) has a requirement to engage a SCE for a period of ten months from September 2022 to 30 June 2023. The primary function of the role is to provide the Hydrographic Authorised Materiel Seaworthiness Delivery Organisation (HAMSDO) with a dedicated resource to deliver the following: a. Hydrographic Survey (HS) Vessel Safety Case Report; b. Survey Motor Launch (SML) Safety Case Report; and c. Survey Motor Boat (SMB) Safety Case Report. 4. The Safety Case Reports (SCR) needs to be reviewed and updated to present the argument that the HS/SML/SMB System is safe for continued operations. An updated SCR will also describe how the HS/SML/SMB Safety Management System (SMS) currently identifies and manages the risks so far as reasonably practicable (SFARP); meets and maintains compliance; and demonstrates due diligence with regard to managing safety and environmental issues associated with the HS/SML/SMB Systems. 5. Both the Leeuwin Class (inclusive of the SMB) and Paluma Class SCRs are managed within the suite of HSPO Quality Management System (QMS) controlled documentation. HSPO QMS controlled documentation has a period of effect no greater than five years from the date of approval. The HS/SML/SML SCRs are dated October 2014 and are overdue for revision. In the absence of a scheduled Safety Case Review key evidentiary components of a capability safety management program, life cycle traceability of proactive safety management of hazards, risks to health and safety and legal compliance are not demonstrated. These form the basis for Navys argument that safety is being proactively managed. 6. The Safety and Certification Engineer (SCE) will be supported by subject matter experts within HSPO to achieve outcomes and would be expected to develop and maintain close working relationships with all relevant stakeholders including: a. Supervision of requirements and Defence Seaworthiness requirements; b. HSPO Engineering Department staff (if applicable) Provide engineering supervision to subordinate staff and support to broader engineering staff; c. Navy Technical Bureau Staff Technical Support Network; d. HMGRP CM-R, Engineering and Technical staff, including ship crews Customer; e. In-Service Support Contract (ISSC) management & staff delivery of the engineering program; and f. Reporting directly to the Engineering Program Manager (EPM). 7. Duties of the SCE include but are not be limited to: a. Create a WBS and schedule for update of the HS/SML/SMB SCRs NLT one month after engagement; b. The SCE will review the goals and sub-goals of the existing version of the SCRs, then assign new or modified goals as required and submit the proposed goals to the HAMSDO Principal Engineer and HM Capability Manager for review; c. Use the CASG Procedure (E&T) 12-8-028 Document a Materiel Safety Case Report to guide the revised content of the Leeuwin Class/Paluma Class/SMB SCRs, and self-assigned tasks of the SCRWG. Additional guidance is contained in; i. Work Health and Safety Act 2011; ii. ANP2200 Navy Safety Management System; iii. ANP2800 Seaworthiness Governance for Naval Capabilities; and iv. ANP3205 Annex 1B Guidelines on the Review of Safety Cases and Hazard Logs. d. Collectively workshop a revision to the Formal Safety Assessment of the existing SCR with HAMSDO, HSPO and HISSC personnel;
